Electricity

Electricity is provided by Hendricks Power, Danville, Indiana (317)745-4373 or (800)876-5473. 

Fuel

LP gas and fuel oils are available from several sources. 

Misc.

Oil, gas and mineral rights have been reserved by the original developer including an agreement not to explore for such minerals on your lot.  

Sewers

Currently all subdivisions have full sewer service installed. Service is provided by the Clear Creek Conservancy District (765-246-6752).  There is Barrett Law lien against properties in these subdivisions. The total amount will vary as well as the yearly payment, and is collected by the Putnam County Treasurer’s Office. 

As previously noted, at the time of application for a building permit for a home, there is a sewer fee for capital improvements due to the Clear Creek Conservancy District. Please note that in order to protect the lake environment, finger systems and leach beds are not allowed. 

Telephone

Most sites are served by Clay County Rural Telephone Cooperative, Inc. (800)922-6677 (386 exchange). Some in Patriots Landing and Mill Springs are served by TDS Telecom of Clayton, (317)539-1111 (246 exchange). 

Trash

All subdivisions of Heritage Lake are served by Tri-County Trash (765-522-1456). Pickup is on Wednesdays and the monthly fee is $15.00. The POA’s dumpsters are for picnic and beach area use only and are not for private or home generated trash. 

Water

Although empowered to, the Clear Creek Conservancy District has no plan to provide a central water system for the development. Therefore, all water is provided by private wells, the cost of which is the responsibility of the property owner. Most of these range from 70 to 160 feet deep. A water softener is suggested. 

Clear Creek Conservancy District

The Clear Creek Conservancy District was established by order of the Putnam County Circuit Court on July 23, 1971. Its purposes include but are not limited to providing for the collection, treatment and disposal of sewage and other liquid waste, and establishing a central water system as these services relate to the Heritage Lake development. Their meetings are held the third Thursday of each month at 10:00 a.m. at the Conservancy building at the Wastewater Treatment Plant. 

The District is governed by a Board of three elected Directors. Each Director is elected for a term of 4 years and represents one of the following areas: 

Area I..............................................................Victory Hill and Jefferson Valley 

Area II.............................................................Gettysburg and Patriots Landing

Area III............................................................Mill Springs and Lincoln Hills 

Deeded property owners are eligible to vote for each director when their term expires. This election is held at the District’s annual meeting. 

The primary function of the District is to provide for collection, treatment, and disposal of sewage. The District also maintains the dam and spillway following guidelines of the Department of Natural Resources. The District has the identical boundaries as the Heritage Lake Properties. 

The Conservancy District raises money in four ways: 

  1. Special Benefits Taxes...based on the assessed valuation of the property in the District. This tax is commonly referred to as the Conservancy tax and is paid with your property taxes. 

  2. Exceptional Benefits Assessments...all property owners in Lincoln Hills, Mill Springs, and Jefferson Valley receive with their property tax bill an exceptional benefits assessment which basically pays for the construction of the sewer lines in those sub-divisions. Payments are: 

MS - $114.51 due in November

LH - $159.89 due in May

JV - $280.93 due in November

GB, PL & VH - $362.92 due in November  

1994 project

GB, PL & VH - $475.00 due in November

1999 Project

Each property owner in those subdivisions must pay this exceptional benefits assessment regardless of whether or not there is a house on the property. (Some owners opted to pay the entire cost of the sewer construction in one payment and consequently do not receive a yearly bill.) 

  1. Sewer Use Fees...only homes connected to the sewer system and the alternative pump and haul pay these fees. 

  2. Sewer Connection Fee...this is a one time fee which is paid by the original home builder prior to hooking into the system. 

The taxes fund the construction and maintenance and operation of the waste treatment plant; maintenance of the dam and spillway; salaries of the plant operator, district manager, truck drivers, financial secretary; and the general operating expenses of the District.
